Staff-rule ticks on secondary pay

Rule Mark · reading note

Gross receipts sit far along the board. Secondary and residual pay—what remains after measured costs, withholdings, or platform fees—lands on a nearer tick. Rule Mark reads published papers and agency notes that try to place that mark without treating it as advice for any household.

What the rule can show

Tax-file studies and some survey supplements report net or residual concepts when the instrument collects deductions, self-employment expenses, or platform fees. Technical documentation usually names which costs enter the residual and which stay outside the sample design. Those limits belong next to any figure later quoted as “what people keep.”

What stays off the scale

Unpaid waiting, equipment bought outside the reference period, and informal transfers often remain unmeasured. Two studies can report different residual ticks for the same population when cost definitions diverge. This desk does not convert a residual mark into a personal budget sequence.
